Announcement of the General Administration of Customs on Quarantine and Hygiene Requirements for Imported Feed Aquatic Animal Protein from Indonesia (General Administration of Customs Announcement No. 253 of 2025)
According to the laws and regulations of our country and the regulations of the General Administration of Customs of the People's Republic of China (hereinafter referred to as the Chinese side) and the Quarantine Bureau of the Republic of Indonesia (hereinafter referred to as the Indonesian side) on the quarantine and hygiene requirements for feed aquatic animal protein imported from Indonesia to China, products that meet the following requirements are allowed to be imported from today. 1、 Inspection and quarantine basis (1) Biosafety Law of the People's Republic of China; (2) The Entry and Exit Animal and Plant Quarantine Law of the People's Republic of China and its implementing regulations; (3) Supervision and Administration Measures for Inspection, Quarantine and Inspection of Import and Export Feed and Feed Additives; (4) Protocol between the General Administration of Customs of the People's Republic of China and the Quarantine Bureau of the Republic of Indonesia on Quarantine and Hygiene Requirements for the Export of Aquatic Animal Proteins and Oils such as Fish Meal and Oil from Indonesia to China (hereinafter referred to as the "Protocol"). 2、 Scope of allowed imported products The scope of products allowed for import in this announcement includes fish meal, fish oil, and other aquatic animal proteins and oils, as well as animal derived feed containing aquatic animals (excluding marine mammals) and by-products generated during their processing. 3、 Production enterprise requirements (1) Approved by the Indonesian side, recommended by the Indonesian side and registered with the Chinese side; (2) Implement the Hazard Analysis and Critical Control Point (HACCP) quality management system or establish a quality management system in accordance with the HACCP concept, develop and effectively implement quality, safety, and hygiene control, self inspection and self-control, product traceability, and recall systems; (3) Under effective supervision by the Indonesian side, comply with relevant laws and regulations of the Indonesian side. 4、 Raw material requirements (1) Aquatic animals (excluding marine mammals) caught or farmed in Indonesian waters and high seas; (2) Produced through the processing of whole animals or by-products from aquatic product processing plants; (3) Not using aquatic animals that have died from animal diseases or have been eliminated due to the eradication of animal epidemics; (4) Does not contain any animal derived ingredients other than aquatic animals, and has not been contaminated by animal derived products from third countries. 5、 Production and processing requirements (1) Under effective supervision by the Indonesian side; (2) After hot processing with a center temperature of not less than 85 º C and a time of not less than 15 minutes, or other equivalent processing methods recognized by the Chinese side; (3) The processing process did not add any unknown types of animal derived raw materials or prohibited substances; (4) Take effective measures during and after production to avoid pollution. 6、 Safety and hygiene requirements (1) The product is allowed to be freely sold within Indonesia; (2) The product complies with the Import and Export Animal and Plant Quarantine Law of the People's Republic of China and relevant laws, regulations and requirements; (3) The product does not contain toxic or harmful substances that pose a threat to animal health and complies with China's feed safety and hygiene standards; (4) Before exporting the product, it was randomly sampled and tested by the official supervisory department of Indonesia, and the results met the following requirements: 1. Salmonella: not detected in 25g sample: n=5, c=0, m=0, M=0; 2. Escherichia coli: n=5, c=2, m=10, M=300 in 1 gram of sample; among which N - number of samples tested; M - minimum value of bacterial count (threshold); If the number of bacteria in all samples does not exceed m, the result is qualified; M - maximum bacterial count; If the number of bacteria in one or more samples is equal to or greater than M, the result is considered unqualified; C - The number of samples with bacterial count between m and M. If the bacterial count of other samples is less than or equal to m, the result is still considered acceptable; 3. In a laboratory recognized by the official regulatory authority, the polymerase chain reaction (PCR) method was used to detect ruminant derived components, and the result was negative. 7、 Packaging, labeling, and storage transportation requirements (1) The packaging is brand new, clean, with good sealing and moisture resistance, and is not easily damaged; (2) Add Chinese labels on the outer packaging of the product, which comply with the requirements of the Chinese national standard "Feed Labels" (GB 10648) and indicate warning phrases such as "Not for human consumption" or "Used only as feed"; (3) Effective measures should be taken during the storage and transportation of products to avoid contamination. 8、 Pre export inspection and certificate requirements (1) The Indonesian side is responsible for conducting inspection and quarantine on the products exported to China, and issuing health certificates based on the confirmed certificate samples by both parties to prove their compliance with the requirements of the Protocol; (2) Each batch of products exported to China should be accompanied by at least one official original health certificate. 9、 Entry inspection and quarantine (1) Certificate verification. 1. Verify whether it comes from a registered enterprise; 2. Verify whether the health certificate is genuine and valid. (2) Goods inspection. Chinese Customs, in accordance with relevant laws, administrative regulations, rules, and other provisions, and in accordance with the requirements of this announcement, conducts inspection and quarantine on Indonesian products exported to China. Those who have passed inspection and quarantine are allowed to enter the country. (3) Handling of non-conforming situations. If any of the following situations occur, it shall be returned or destroyed: without a valid health certificate; From unregistered Indonesian production enterprises; The goods certificate does not match; Detecting unapproved animal derived components; Discovering soil, animal carcasses, animal excrement, and quarantine pests that cannot be effectively quarantined; The label does not meet the standards and cannot be corrected. If it is found through testing that the safety and hygiene items do not meet the Chinese feed hygiene standards, they shall be treated with pest control, returned or destroyed. 3. If loose packages or containers are found to be broken, the shipper or agent shall be responsible for organizing them properly. If the packaging is damaged and there is a risk of spreading animal or plant diseases, the contaminated site, items, and equipment shall be subjected to quarantine treatment. 4. For production enterprises that have been found to have serious non-compliance issues, the Chinese side will take relevant measures in accordance with the law and revoke the relevant enterprises' qualifications for exporting to China.
